On January 1, 2027, the new national standard for "Sanitary Napkins (Pantiliners)" (GB/T 8939—2025) will be officially implemented in China, marking a new milestone in the standardization and regulation of the hygiene materials industry. This revised standard, hailed as the "strictest ever" in the industry’s history, introduces significant adjustments to product quality requirements, aiming to eliminate substandard products and protect consumer rights. Compared with the previous version, the new standard has made substantial improvements in key indicators, especially in terms of product size accuracy, safety, and marketing norms.
One of the most notable changes is the tightening of the size deviation requirement for Sanitary Napkins. The original standard allowed a length deviation of ±4%, which led to some manufacturers cutting corners and producing "shrinking" products that failed to meet the stated specifications, causing inconvenience and dissatisfaction among consumers. Under the new standard, the lower deviation of the total length is adjusted from ±4% to ≥-2.0%, ensuring that the actual size of Sanitary Napkins is more consistent with the marked size. This adjustment not only raises the production threshold for enterprises but also effectively curbs the "shrinking" phenomenon in the market, providing consumers with more reliable products.
In addition to size requirements, the new standard also strengthens indicators related to biocompatibility and safety. It adds strict limits on harmful substances such as formaldehyde, heavy metals, and bacterial colonies, requiring enterprises to conduct more comprehensive testing on raw materials and finished products to ensure that the products do not pose health risks to users. At the same time, the standard regulates marketing practices, explicitly prohibiting misleading expressions such as "medical-grade" on product packaging and promotional materials. This move is intended to prevent enterprises from exaggerating product functions and misleading consumers, promoting fair competition in the industry.
Industry insiders pointed out that the implementation of the new national standard will have a profound impact on the hygiene materials industry. Small and medium-sized enterprises that fail to meet the new requirements may face elimination, while leading enterprises with strong R&D and production capabilities will gain more market share. This will help optimize the industrial structure, promote the high-quality development of the industry, and enhance the overall competitiveness of China’s hygiene materials products in the domestic and international markets. Relevant enterprises are actively adjusting their production processes and quality control systems to ensure compliance with the new standard before its implementation.
